牡丹國色天香、雍容華貴，蘊含著繁榮昌盛、幸福和平的美好寓意，彰顯著“各美其美、美美與共”的人類命運共同體理念，是加強國際人文交流合作的重要載體。為進一步增進不同文明的包容共存、交流互鑒，助力弘揚全人類共同價值，促進中外人民相知相親，我們愿在尊重國家主權、文化差異和現實國情的基礎上，堅持共商、共建、共享原則，積極推進與相關國家的聯系和對接，共建牡丹花園、共促經貿繁榮、共享發展成果。

Peony is a kind of flower with dignified and graceful beauty, which is an important carrier for strengthening international cultural communication and cooperation, implying happiness, peace and prosperity and highlighting the concept of the human community with a shared future where “every nation respects her own culture and the culture of others for the unity and prosperity of human civilization”. In order to further enhance the inclusive coexistence, exchange and mutual learning among different civilizations, carry on the common values of the humanity and deepen the tie and friendship between the people of China and other countries, we wish to actively promote contacts and connections with other countries, co-build peony gardens, promote the economy and trade and share the developmental fruits on the basis of respecting each nation’s sovereignty, cultural differences and actual conditions and under the principles of consultation, co-building and sharing.

在此，我們向國內外同業發起倡議：

Here, we would like to launch the following initiative among our industrial peers at home and abroad.

一、加強溝通銜接，凝聚合作共識。積極加強區域合作，推進發展規劃和政策對接，深化務實合作，共同推動海外國家牡丹園建設，搭建溝通協作新平臺。

First, strengthen communication and connection and reach a consensus on cooperation. We should actively strengthen regional cooperation, promote the connection of our development plans and policies, and deepen our pragmatic cooperation in our joint effort to promote the construction of peony gardens on foreign land and build a new platform for our communication and collaboration.

二、推動互聯互通，共享合作機遇。構建政策對話和信息交流機制、平臺，及時公開牡丹園建設規劃、相關政策、項目需求、參與途徑等信息，動員各方力量，實現互利共贏。

Second, promote inter-connectivity and share cooperation opportunities. We should establish policy dialogues and information exchange mechanisms and platforms, release information such as the construction plans of peony gardens, related policies, project demands and channels of participation in a timely manner, mobilize all parties and participants to achieve mutual benefits and win-win results.

三、密切人文往來，夯實民意基礎。秉持友好合作精神，發揮“牡丹外交”作用，廣泛開展多領域交流合作，將海外國家牡丹園打造成為中外文化交流的重要平臺，架好民心連通橋。

Third, maintain close cultural exchanges and solidify the foundation of public opinions. Adhering to a spirit of friendly cooperation, we should unleash the role of “peony diplomacy”, widely launch communication and cooperation in various fields and build the peony gardens on foreign land into an important platform for cultural exchange between China and foreign countries and a bridge of communication for the people.
